Treated like slaves: The Ombudsman helped a woman get her daughters back from labor migration

According to the woman, in March 2024, her daughters, aged 16 and 18, were taken by a certain K.K. in Shymkent, promising them employment and care.

However, after their arrival, the girls began to complain to their mother about mistreatment — they were beaten and forced to work until late at night.

“They worked for two sisters at the market, and after that, they were made to carry heavy bags in a warehouse. They were treated like slaves. When the girls said they wanted to leave, they were beaten. I contacted K.K. demanding the return of my daughters, but she refused, stating that we had a contract for three years,” the mother recounted.

The woman also noted that the daughters' documents were taken away, making it impossible for them to escape.

“Without documents, they couldn’t run away. My daughters said, ‘If you don’t take us back, we will jump out of the third-floor window,’” she added.

In response to the appeal, the Akýkatçy sent official requests to the Ministry of Foreign Affairs and the Ministry of Internal Affairs of Kyrgyzstan, asking for assistance in the swift return of the citizens to their homeland.

In her letter to the government agencies, Djamila Djamambaeva emphasized that the rights and freedoms of the girls had been grossly violated, which is unacceptable under national legislation and international obligations of Kyrgyzstan.

Thanks to the assistance of the General Consulate of Kyrgyzstan in Almaty and the local diaspora, the girls were found in Shymkent. They were detained for violating Kazakhstan's migration laws, which led to legal proceedings in Kordai. On October 13, they returned to their homeland and were handed over to their mother.

Akýkatçy noted that according to the Code on Children of Kyrgyzstan, it is prohibited to engage children in labor activities, to force them to work, and to make them lift weights beyond the established norms.
