
Employees of the Ombudsman Institute of the Kyrgyz Republic provided support to 74-year-old B.A.I., who sought help in being placed in a nursing home for the elderly. Thanks to their intervention, she was able to obtain a referral and begin the process of acquiring a passport of Kyrgyzstan.
The woman, who suffered a stroke that left her partially paralyzed, had long faced difficulties due to the lack of a passport, which limited her access to medical and social assistance. B.A.I. has lived in Kyrgyzstan since 1983, and her passport, issued in 1974 in the Turkmen SSR, was not replaced with a Kyrgyz one because she did not manage to do so after obtaining citizenship in 1996. Additionally, she has no close relatives, and temporary housing was provided to her by a local resident, M.E.V., who also helped her contact the Ombudsman Institute.
According to the legislation, if a citizen does not have an identity document, they are registered at the address of the local self-government body, and the local authorities bear the costs of issuing a passport.
After B.A.I. contacted the Ombudsman Institute, the Social Development Department of the Sverdlovsk District issued her a referral to the Lower-Sarafimovsk Nursing Home for the elderly and people with disabilities. The district administration agreed to cover the costs of issuing her passport.
As of today, B.A.I. has successfully settled in the nursing home and is receiving the necessary social services.
