An electrician died at Issyk-Kul. The police did not open a case.

The Issyk-Kul District Department of Internal Affairs refused to initiate a criminal case regarding the death of a 24-year-old electrician that occurred at a recreation center in the village of Semenovka. This was reported by representatives of the Institute of Akikaty.

According to the institute, a 20-year-old resident of the village of Temirovka, M.N., approached the authorized representative of the akikatчы with a complaint about the inaction of the investigators from the District Department of Internal Affairs.
The woman stated that her husband, A.S., had been working as an electrician at the Issyk-Kul branch of the National Electric Network for eight months.
“The tragedy occurred on May 20, 2025, when A.S. went to work at the request of his employer, although he had not planned to work that day. Together with a team from the Grigorievskoye UES, he went to Semenovka to address the aftermath of strong winds. At the moment A.S. was preparing to descend from the pole, a short circuit occurred on the power line belonging to the recreation center. According to the widow, the center's guard, without coordinating his actions with the RES, turned on the switch, which caused the electric shock. The electrician died on the spot, and the medics were unable to save him at the hospital,” the woman noted.
According to the conclusion of the forensic medical examination, which was received in July, the death was caused by an electric injury that led to acute heart failure, the widow added.
The deceased is survived by his wife and a small daughter who is not yet a year old. The National Electric Network paid the family a one-time compensation and established a benefit for the daughter until she reaches adulthood. Nevertheless, the family intends to hold the recreation center accountable as well.

The woman indicated in her statement that the investigator from the Issyk-Kul District Department of Internal Affairs not only took no action but also failed to inform them about the progress of the investigation. It later became clear that on July 27, the investigator issued a decision to refuse to initiate a criminal case, but the family was not notified of this.

The Institute of Akikaty provided legal assistance to M.N. and sent a request to the Internal Affairs Directorate of the Issyk-Kul region demanding a full and thorough investigation into this case, as well as holding accountable those who violated the Criminal Procedure Code of the Kyrgyz Republic.

The Prosecutor's Office of the Issyk-Kul district annulled the decision to refuse to initiate a criminal case, recognizing it as unfounded, and sent the materials for additional verification. The investigation is currently ongoing.
