Man dies after being beaten in the recreation area of the village of Kara-Oy — among the 4 suspects, 2 are police officers

In the Issyk-Kul region, an investigation is underway regarding the beating of a man.

The Internal Affairs Department of the Issyk-Kul region confirmed the information about the initiation of investigative actions. On November 15, a report was received at the duty unit of the Internal Affairs Department of the Issyk-Kul district stating that unidentified individuals had inflicted bodily harm on citizen E.B., born in 1980, in one of the recreation areas in the village of Kara-Oy (Dolinka). In connection with this, a report was registered, and a preliminary investigation was initiated.

Immediately after receiving the report, an investigative-operational group was dispatched to the scene. The victim was found with serious injuries and was urgently transported to the district hospital. Unfortunately, according to doctors, on the same day, around 19:30, the man died from his injuries.

During operational-search activities, officers of the Internal Affairs Department of the Issyk-Kul district were able to identify and detain the suspects, among whom were two police officers:

- K.Z., born in 1997, senior police officer of the Internal Affairs Department of the Issyk-Kul district;

- R.S., born in 1997, sergeant of the traffic police of the Internal Affairs Department of the Issyk-Kul district;

- A.A., born in 1997;

- K.M., born in 2005.

A criminal case has been initiated regarding this incident under Article 130 of the Criminal Code of the Kyrgyz Republic ("Causing serious harm to health"). Forensic medical examinations have been appointed.

According to the information, on November 16, 2025, the suspects were placed in a temporary detention facility in accordance with Articles 96–97 of the Criminal Procedure Code.

Investigative actions are ongoing.
