According to the Ministry of Internal Affairs, during further investigative actions on October 14, in the territory of the Kemin district of the Chui region, the suspect escaped. In response, police officers, acting in accordance with the law and referring to Articles 45 and 46 of the Law on Service in Law Enforcement Agencies, used their weapons. As a result of the injury sustained, I.S. died. Currently, an internal investigation is underway, and the Ministry of Internal Affairs promises to provide additional details.
Chronology of Events
On the night of October 3, 2025, at 03:28, a report was received by service 102 that an unknown man had attacked the owners with a knife in one of the houses on Intymak Street in the "Ak-Ordo" residential area. Immediately after registering the incident, the leadership of the Ministry of Internal Affairs and the investigative-operational group arrived at the scene. The bodies of a man born in 1991 and his sister born in 1987 were found at the scene.
During the examination of the crime scene, physical evidence was seized, and a significant amount of money was discovered in the trunk of a parked car. The investigative service of the Bishkek City Department of Internal Affairs opened a criminal case under Article 122 (Murder) of the Criminal Code of the Kyrgyz Republic and appointed all necessary examinations. Preliminary conclusions from forensic experts indicated that the man had received 18 stab wounds, while the woman had received 11.
During the investigation, the wife of the deceased was interrogated, and the information she provided helped to create a description of the suspect's appearance, after which alerts were sent out for his search. The Ministry of Internal Affairs took the investigation under personal control and instructed the relevant units to promptly apprehend the suspect.
Police officers analyzed video recordings from surveillance cameras in the crime area and examined each one, which ultimately allowed them to identify the suspect, who turned out to be I.S., born in 2006. The arrest was carried out using a facial recognition system implemented as part of the Ministry of Internal Affairs' "Safe Country" project, and the suspect was taken to the Investigative Service.
Video data on the suspect's movements was also recorded, and surveillance cameras were checked from the capital to the Issyk-Kul region.
