The Supreme Court upheld the sentence of the police captain and his subordinates from the Ministry of Internal Affairs in the case of the death of a 23-year-old man in Bosteri.

The verdict concerning the employees of the special forces regiment of the Ministry of Internal Affairs was confirmed by the Supreme Court on July 23, 2025. These individuals became subjects of a criminal case related to the tragic death of a young man.

Three representatives of the special forces "Shumkar" were found guilty of abuse of power and concealing a crime. As a result of the court proceedings, they were fined 1 million soms and 50 thousand soms, respectively.

Taking into account all the imposed penalties, the total amount of the fine for each of them was 1 million 50 thousand soms.

The incident occurred on the night of August 5 to 6, 2023. The investigation revealed that around 4:00 AM, the accused were in the village of Bosteri, in the recreation area near a bar.

After consuming alcohol, they got into a conflict with a local resident, Bekbol Amankulov, whose behavior led to violence. During the quarrel, they beat Bekbol for no reason, inflicting bodily harm, and fled the scene.

Unfortunately, the injuries sustained were fatal for Bekbol, who was resting on the shores of Issyk-Kul with his wife and friends. He left behind a daughter. The funeral took place in his hometown of Pokrovka in the Talas region.



Relatives and friends of Bekbol insisted on a thorough investigation into his death.

One of the witnesses confirmed that a fight occurred: “Bekbol was hit and then taken away. I couldn't find him, so I went after him. I informed the security guards, but they couldn't help. Eventually, I found him; he could no longer breathe, but his heart was still beating. I tried to resuscitate him, performed artificial respiration. Then the ambulance and police arrived. There was a misunderstanding; they started themselves. There were 7-8 of them,” he said.



Later, President Sadyr Japarov took personal control of the case regarding the death of 23-year-old Bekbol Amankulov, which caused a wide public outcry.

Interior Minister Ulan Niyazbekov met with Bekbol's relatives on August 10, 2023.

Earlier, the press service of the Ministry of Internal Affairs reported that as a result of operational activities, suspects were detained: residents of Bishkek and the Issyk-Kul region, as well as others. They were placed in the temporary detention facility of the Issyk-Kul District Department of Internal Affairs, and the court imposed a preventive measure of two months.
As previously reported by the press service of the Internal Affairs Directorate of the Issyk-Kul region, violations were identified on the part of the police responsible for ensuring safety during the tourist season in the Issyk-Kul region during the investigation into the death of Bekbol Amankulov.

A criminal case was initiated under the article on abuse of official authority. As a result, police officers were detained, and a preventive measure of arrest for two months was imposed on them.

According to the investigation data, on the night of August 5 to 6, during their duty at the "Altyn-Kum" beach, the special forces officers did not respond to the violence against a vacationer, which led to his death on the spot.

The investigation established that the officers, being witnesses to the crime, not only did not attempt to stop it but also did not use their authority to detain the perpetrators, which negatively affected the resolution of the case.

Moreover, the police captain and his subordinates were accused of concealing the crime, as they provided false testimony that they were not witnesses to the incident, which also impacted the case. Ultimately, they were found guilty on two counts.

However, the court acquitted them of negligence charges, as it was not proven that they acted improperly in this regard. On the other hand, they were found guilty of abuse of official authority and concealing a crime, which led to the imposition of fines.

The lawyer for the convicted filed an appeal, pointing out deficiencies in the investigation, including improper questioning of witnesses, which he believed could have influenced the court's final decision.

On February 25, 2025, the judicial panel of the Issyk-Kul Regional Court upheld the district court's decision and rejected the defenders' appeals. Thus, the verdict came into legal force.
