The investigative operational group immediately went to the scene of the incident.
At the scene, the victim was found with severe injuries and was urgently taken to the district hospital. According to medical personnel, around 19:30 that same day, the citizen died from the injuries sustained. During the operational search activities, the officers of the Internal Affairs Department of the Issyk-Kul region were able to identify and detain the suspects, among whom were two police officers:
• K.Z., born in 1997, senior police officer of the Internal Affairs Department of the Issyk-Kul region;
• R.S., born in 1997, police sergeant of the Traffic Police of the Internal Affairs Department of the Issyk-Kul region;
• A.A., born in 1997;
• K.M., born in 2005.
A criminal case has been initiated regarding this incident under Article 130 of the Criminal Code of the Kyrgyz Republic, concerning the infliction of serious bodily harm. Forensic medical examinations have also been appointed.
On November 16, 2025, the suspects were placed in a temporary detention facility in accordance with Articles 96-97 of the Criminal Procedure Code of the Kyrgyz Republic. The investigation is ongoing.
According to the words of the relatives of the deceased, Erlan Batyraliev, born in 1980, went on vacation to the "Eurasia" boarding house for two days.
“He was swimming with a friend and was about to return home when a group of local guys, who were intoxicated and on horseback, approached them. Erlan remarked to one of them that it was wrong to bathe horses in the lake. In response, the group began to beat him. Four attackers were beating E.B., while two held his friend. When he tried to get up, one of the attackers hit him on the head. Erlan was barely carried to the cottage, where he became unwell, and he was taken to the hospital, where he died half an hour later. An autopsy revealed that the cause of death was a head injury; he had a hematoma and bleeding in the brain. There was not a single intact spot on his body. This crime must not go unnoticed. We urge the head of the State National Security Committee, Kamchybek Tashiev, to take this case under control, as we fear that the guilty police officers will evade punishment,” the relatives expressed their concerns.
They also reported that on November 16, Erlan Batyraliev's father immediately contacted the police with a statement. According to them, the following individuals were soon detained: residents of the village of Kara-Oy, Zholdoshbek Karpekov, Aibek Amanbekov, Mirlan Kadyrkulov, and Rysbek uulu Saginidyk.
