The investigative and operational group immediately went to the scene of the incident.
“The victim was found with serious injuries and was taken to the district hospital. According to medical staff, he died from his injuries around 7:30 PM that same day. During operational activities, officers of the Internal Affairs Department of the Issyk-Kul region were able to identify and detain the suspects, among whom were two police officers:
• K.Z., born in 1997, sergeant of the police of the Internal Affairs Department of the Issyk-Kul region;
• R.S., born in 1997, sergeant of the traffic police of the Internal Affairs Department of the Issyk-Kul region;
• A.A., born in 1997;
• K.M., born in 2005.
In connection with this incident, a criminal case has been initiated under Article 130 of the Criminal Code of the Kyrgyz Republic (Causing serious harm to health). Forensic medical examinations have also been appointed.
On November 16, 2025, the suspects were placed in a temporary detention facility in accordance with Articles 96–97 of the Criminal Procedure Code of the Kyrgyz Republic. The investigation is ongoing.
According to information provided by IA "24.kg", the relatives of the deceased reported that Erlan Batyraliev (born in 1980) had gone to rest at the "Eurasia" boarding house for just two days.
“He and a friend went swimming and were about to return when a group of local residents on horseback, who were in a state of alcohol intoxication, approached them. Erlan remarked that it was not allowed to bathe horses in the lake. After that, the group attacked him and began to beat him. Four were beating him while two held his friend. When Erlan tried to get up, one of the attackers hit him on the head. He was barely carried to the cottage, where he lost consciousness. After that, he was taken to the hospital, but half an hour later he died. An autopsy confirmed that the cause of death was a blow to the head; he had a hematoma and bleeding in the brain. There was not a single uninjured spot on his body. We cannot let this crime go unnoticed. We appeal to the head of the GKNB, Kamchybek Tashiev, to take control of the case, as we fear that the guilty police officers may escape punishment,” the relatives shared.
They also added that Erlan Batyraliev's father immediately after the incident, on November 16, contacted the police with a statement. According to available information, the following individuals were detained shortly after the incident: residents of the village of Kara-Oy Joldoshbek Karpekov, Aibek Amanbekov, Mirlan Kadyrkulov, and Rysbek uulu Sagyndyk.
