At the end of August 2024, the Ministry of Internal Affairs made a statement announcing the arrest of a police officer for bribery. A woman reported to the Internal Investigations Service, stating that employees of the Alamedin District Department of Internal Affairs demanded 180,000 soms for a favorable resolution of her issue. They received 110,000 soms, but this did not lead to any results, and the money was not returned. This incident was recorded under Article 342 of the Criminal Code ("Receiving a Bribe").
As a result, the officers of the Internal Investigations Service of the Ministry of Internal Affairs detained the head of the Alamedin Department of Internal Affairs, A.U. According to the Ministry of Internal Affairs, he was the one who took the money. After the arrest, he was placed in a temporary detention facility.
According to the decision of the Pervomaisky District Court of Bishkek dated April 7, 2025, A.U.Dzh. was found not guilty on items 2, 4, and 5 of part 2 of Article 342 of the Criminal Code and was acquitted, as his actions did not constitute a crime. He was also recognized as having the right to rehabilitation.
However, on August 6, 2025, the Bishkek City Court overturned this decision. A.U.Dzh. was found guilty on the same items of Article 342 and was fined 10,000 calculated indicators, which amounts to 1 million soms.
The defendant's lawyer filed a cassation appeal with the Supreme Court, requesting the cancellation of the appellate court's decisions and the upholding of the first-instance verdict.
The Supreme Court has accepted the case materials for consideration.
