On November 5, the State Committee for National Security reported the detention in Talas of the Vice President of the Chamber of Commerce and Industry N.N.E., the head of the department of the State Agency for Physical Culture and Sports B.Z.B., and the former deputy governor of the region B.N.A.
The press service of the GKNB noted that during the investigation it was established that the officials of the State Agency for Physical Culture and Sports entered into a knowingly disadvantageous contract.
For the organization of the sports games "I am a Champion" in Talas in the summer of 2026, 17 million 500 thousand soms were allocated. However, about 12 million soms of these funds were used to purchase a residential house, which was planned to be used as an administrative building.
At the same time, the value of this house, assessed with the help of the Vice President of the CCI N.N.E., was deliberately inflated to 12 million 343 thousand soms.
An independent assessment showed that the market value of the property is 7 million soms, which causes the state damage of more than 4 million soms.
As a result, the Vice President of the CCI N.N.E., the head of the department of the GAFKIS B.Z.B., and the former deputy governor B.N.A. were detained, and all of them were placed in a temporary detention facility in Talas.
The Chamber of Commerce and Industry stated that N.N.E. heads the department for working with chamber members and his detention is not related to his duties in the CCI.
According to the case materials, the senior investigator of the GKNB for the Talas region B.A. filed a petition to verify the legality of the detention. It indicates that B.N., the former deputy governor, conspired with GAFKIS employee Z.B. to sell his house at an inflated price.
By order dated March 10, 2025, GAFKIS allocated 17 million 500 thousand soms for the organization of the sports games "Men Championmun" in Talas, and it was decided to purchase an administrative building due to the regional branch's lack of its own premises.
The investigation established that Z.B. and N.B. deliberately did not consider other options and pre-obtained consent to sell the house for 12 million soms to conceal their actions.
They then agreed on the inflated valuation of the house, but the first appraiser A.B. refused to comply with the illegal demands. N.B. turned to another appraiser K.T., who valued the house at 16 million 520 thousand soms, but this assessment was rejected.
After the refusal, N.B. approached N.N. and asked to ensure the issuance of a valuation report for the house at 12 million soms. N.N., taking advantage of his official position, pressured appraiser A.B., resulting in an inflated valuation of 12 million 343 thousand soms.
Based on this valuation, Z.B. prepared the documents and obtained permission to purchase the house for 12 million soms, which was paid from the state budget.
The investigation revealed that a sales contract was concluded between N.B. and B.B., the head of GAFKIS, resulting in the house being purchased at an inflated amount, causing damage to the budget of more than 4 million soms.
A criminal case has been initiated regarding this fact under Article 337 ("Abuse of Official Position") of the Criminal Code.
N.B. was detained in accordance with the criminal procedure code and placed in a temporary detention facility. He is accused of complicity in the crime and abuse of official powers.
The first instance court recognized the detention as lawful, and the Talas regional court confirmed this decision on November 18, 2025.
