The investigation established that a psychologist-expert from the RCPN, in collusion with the deputy head of the investigative department of the Internal Affairs Directorate of the Lenin District of Bishkek, unlawfully declared defendants in serious and especially serious crimes to be mentally incompetent, thereby allowing them to evade criminal prosecution.
In January 2025, a citizen identified as M.A.A., born in 2007, was detained on charges of drug trafficking. During the investigation, the deputy head of the investigative department of the Lenin District demanded 1.5 million soms from the relatives of the detainee. Furthermore, with the involvement of the psychologist-expert from the RCPN, he forged the initial conclusion from the experimental-psychological examination. As a result of a forensic psychiatric examination, M.A.A. was declared insane twice, as reported by the GKNB.
On October 23 and 30, the former deputy head of the investigative department of the Lenin District, A. u. Zh., and the psychologist-expert from the RCPN, A.Ch.Sh., were placed in a pre-trial detention center.
The GKNB continues its work to identify other participants in this corruption scheme.
