As representatives of the SCNS found out, these plots of land were illegally removed from municipal ownership between 1992 and 1994, after which they were used by local residents for agricultural purposes for many years.
In addition, it was established that some officials and employees of local self-government bodies had unlawfully transferred these lands to citizens for agricultural use for an extended period, ignoring the necessary procedures for registration. Meanwhile, the funds from the rent payments did not reach the local authorities' budget.
