The reason for this appeal was a statement from a resident of the Issyk-Kul region, who reported the inaction of investigative authorities regarding the death of her husband, who worked as an electrician.
It became known that 20-year-old M.N., living in the village of Temirovka, approached a representative of the Ombudsman and expressed dissatisfaction with the lack of information about the progress of the investigation from the investigator of the Issyk-Kul Department of Internal Affairs. It later emerged that on July 27, the investigation decided to refuse to initiate a criminal case, but the family of the deceased was not notified about this.
The tragedy occurred on May 20, 2025, in the village of Semenovka, when 24-year-old A.S. was performing work to eliminate the consequences of bad weather on the power line. At the moment the work was completed, a short circuit occurred after the security guard of the recreation center turned on the switch without coordinating with the power supply service. As a result, the electrician received a fatal electric shock. He left behind a wife and a small daughter who is not yet a year old.
Although the family received compensation from the National Electric Company, they insist on holding the recreation center accountable, which they believe was the cause of the accident.
The Ombudsman Institute provided legal support to the applicant and sent a letter to the Internal Affairs Department of the Issyk-Kul region demanding a full investigation into the case and checking the actions of the employees who violated the Criminal Procedure Code of the Kyrgyz Republic.
The Prosecutor's Office of the Issyk-Kul district recognized the refusal to initiate a criminal case as unfounded and forwarded the materials for additional verification. The investigation is ongoing.
