A meeting was held at the Internal Affairs Department in Issyk-Kul following the detention of police officers in the case of the beating death of a man

An extraordinary service meeting was held in the Issyk-Kul region, organized by the internal affairs department under the leadership of Major General of Police Murat Boronov.

According to the press service of the regional police, the event was attended by heads of various departments and services, as well as chiefs of urban and district internal affairs divisions. The main focus of the meeting was on analyzing the security situation and issues related to strengthening citizens' trust in law enforcement agencies.

During the meeting, a specific murder case recorded in the Issyk-Kul district was discussed. Boronov characterized this incident as "serious, deeply regrettable, and incompatible with professional ethics," noting that among the suspects are two employees of the internal affairs bodies. He emphasized that this event dealt a serious blow to the reputation of law enforcement structures.

In his speech, Boronov outlined the following:

- under no circumstances and for anyone will there be a place for violations of the law, negligence, and lack of control;

 the main task of the police is to ensure the safety of citizens and uphold the law;

- anyone who violates the law, regardless of their status—whether a law enforcement officer or an ordinary citizen—will be punished;

The suspects in the crime were detained by their colleagues and brought to justice. "The law is the same for everyone, and each person, whether a police officer or a citizen, bears equal responsibility before it," noted the head of the internal affairs department.

He also emphasized the importance of conducting investigations into such cases openly and promptly to compensate for the moral and social damage to citizens.



The meeting also addressed parents' appeals regarding violence, intimidation, and extortion among schoolchildren.

Boronov noted that each such appeal poses a serious threat to children's safety. "Any information about incidents in schools and among teenagers, even in verbal form, must be immediately verified. The head of the local department and the authorized officer must personally go to the scene and monitor the situation. Prevention of violence among teenagers must be carried out constantly, systematically, and with full responsibility," he added.

The head of the internal affairs department also pointed out the need to enhance tolerance, rapid response, and preventive measures as key social responsibilities of law enforcement agencies, highlighting the importance of cooperation with parents, educators, and community representatives.
On November 17, Turmush reported that the internal affairs department of the Issyk-Kul region confirmed information about ongoing investigative activities. In particular, on November 15, the duty unit of the Issyk-Kul district police received a report that unknown individuals had inflicted bodily harm on a citizen, E.B., born in 1980, in one of the recreation areas in the village of Kara-Oy (Dolinka). The report was registered, and a preliminary investigation was initiated.

Police officers arrived at the scene, where the victim was found with severe injuries and was taken to the district hospital. Medical personnel reported that on the same day, around 19:30, the victim died from the injuries sustained.

During operational-search activities, officers of the Issyk-Kul district police identified and detained the suspects, among whom were two police officers:

- K.Z., born in 1997, senior police officer of the Issyk-Kul district police;

- R.S., born in 1997, police sergeant of the traffic police of the Issyk-Kul district police;

- A.A., born in 1997;

- K.M., born in 2005.

A criminal case has been initiated under Article 130 ("Causing serious harm to health") of the Criminal Code of the Kyrgyz Republic. Forensic medical examinations have been appointed.

The suspects were placed in a temporary detention facility on November 16, 2025, in accordance with Articles 96–97 of the Criminal Procedure Code.

Currently, the investigation is ongoing.
