According to her, her husband, 24-year-old A. S., worked as an electrician at the Issyk-Kul branch of the National Electric Network for eight months.
The tragic incident occurred on May 20, 2025. On that day, A. S. did not plan to go to work, but he was asked to replace a colleague. As part of the Grigorievsky UES group, he went to the village of Semenovka to eliminate the consequences of strong winds on the line. When the work was nearing completion and A. S. was about to descend from the pole, a short circuit occurred on the power line belonging to the recreation center. According to the widow, the center's guard, without coordinating with the RES, turned on the switch.
As a result, the electrician received an electric shock and died on the spot; doctors at the hospital confirmed his death.In July, a forensic examination concluded that the cause of death was acute heart failure due to electric trauma.
The deceased is survived by his wife and a small daughter who is not yet a year old.
“My daughter became a widow at the age of 20, my husband's parents lost their youngest son, and my granddaughter will now grow up without a father. We are seeking justice and want those responsible to be punished,” said the mother of the widow.
The woman added that the NESK paid the deceased's family a one-time benefit and established a payment for the daughter until she reaches adulthood.
The family intends to hold the recreation center accountable.
M. N. also indicated in her complaint that the investigator of the Issyk-Kul ROVD is taking no action and is not informing them about the progress of the investigation.
It turned out that the investigator had made a decision to refuse to initiate a criminal case back on July 27 but did not notify the deceased's family about this.
The Ombudsman Institute provided legal support to the resident of Temirovka and sent a letter to the Internal Affairs Directorate of the Issyk-Kul region proposing a complete and thorough investigation of M. N.'s claims and an internal investigation to hold accountable those who violated paragraph 3 of Article 154 of the Criminal Procedure Code of the Kyrgyz Republic.
As a result, the prosecutor's office of the Issyk-Kul district recognized the decision to refuse to initiate a criminal case as unfounded and sent the materials for additional verification. The investigation is ongoing.
