The Ombudsman of the Kyrgyz Republic calls on law enforcement agencies to uphold citizens' rights

Jamila Dzhamanbaeva, the ombudsman for human rights in Kyrgyzstan, emphasizes the need for law enforcement agencies to respect the constitutional rights of citizens.

According to the press service of the ombudsman institute, citizens have the right to appeal to government bodies and expect justified responses within the timeframes established by law. Law enforcement agencies, in turn, are obliged to inform citizens about the decisions made regarding their appeals.

Recently, a 20-year-old resident of the village of Temirovka, known as M.N., approached the representative of the ombudsman in the Issyk-Kul region with a complaint about the actions of investigators from the Issyk-Kul District Department of Internal Affairs.

According to her, her husband, 24-year-old A.S., had been working as an electrician at the branch of the National Electric Network of Kyrgyzstan for eight months.

On May 20, 2025, on that tragic day, A.S. was called to work, although he had not initially planned to go. As part of the Grigorievskoye UES team, he went to the village of Semenovka to address the aftermath of strong winds. While finishing the work, as he was about to descend from the pole, a short circuit occurred due to an electric line belonging to a recreation center. According to M.N., the center's guard, without coordinating with the RES, turned on the switch.

The electrician received a fatal electric shock, and medical personnel pronounced him dead at the scene. The conclusion of the forensic examination conducted in July stated that the cause of death was acute heart failure caused by electric trauma.

The deceased left behind a wife and a small daughter who is not yet a year old.

“My daughter, at the age of 20, has become a widow, and my husband’s parents have lost their youngest son; my granddaughter will now grow up without a father. We are seeking justice and hope that those responsible will be punished,” said the mother of the applicant.

The woman also noted that the National Electric Network of Kyrgyzstan paid the family a one-time compensation and assigned a benefit for the daughter until she reaches adulthood.

The family intends to hold the recreation center accountable.

In her appeal, M.N. stated that the investigator from the Issyk-Kul District Department of Internal Affairs is not taking any action and is not informing them about the progress of the investigation. It later became known that on July 27, the investigator made a decision to refuse to initiate a criminal case but did not notify the family of this decision.

The institute provided legal assistance to M.N. and sent a letter to the Internal Affairs Department of the Issyk-Kul region requesting a complete and thorough investigation of her claims and to conduct an internal review of the individuals who committed violations of the Criminal Procedure Code.

The prosecutor's office of the Issyk-Kul district recognized the decision to refuse to initiate a criminal case as unfounded and sent the materials for additional verification. The investigation is currently ongoing.
