According to information from the Internal Affairs Department of the Issyk-Kul region, on August 5, a local resident M.A. filed a report with the Internal Affairs Department of Karakol regarding fraud. In her statement, she mentioned that on January 15, 2025, she met a man over the phone who introduced himself as "Zhenish." He assured her that he had high connections and could help her obtain an apartment from the State Mortgage Company without the need to stand in line.
However, in order to receive assistance, the fraudster demanded that she transfer him 6000 soms, after which he stopped communicating.
Based on this report, a preliminary investigation was initiated by the Internal Affairs Department of Karakol.
During operational-search activities, law enforcement officers were able to identify the suspected fraudster. He turned out to be 26-year-old O.M., a resident of the village of Tyup in the Tyup district, who had previously had legal issues for similar crimes. He was detained in Bishkek.
The investigation revealed that this individual used the same scheme to defraud nine other residents of Karakol. Criminal cases regarding these incidents have been registered with the local Internal Affairs Department. A criminal case has been initiated against the suspect under Article 209 ("Fraud") of the Criminal Code.
At present, all investigative actions have been completed, and the case materials have been forwarded to the court for further proceedings.
The Internal Affairs Department of Karakol urges citizens to be attentive and cautious when conducting financial transactions. People should not trust suspicious offers that come via phone or the internet, especially if they involve transferring money to unfamiliar individuals.
