
An elderly woman, who has no close relatives, was temporarily under the guardianship of a resident of Bishkek, M.E.V., who advised her to contact the Ombudsman Institute.
In her appeal, B.A.I. noted that she still has a Soviet-era passport from 1974, issued in the Turkmen SSR. In 1996, she became a citizen of Kyrgyzstan, but was unable to exchange her old passport in time, having lived in the country since 1983.
Additionally, according to current regulations, in the absence of an identity document, citizens are registered at the legal address of the local government. The costs of obtaining a passport are also covered by local authorities.
After the intervention of the Institute, the Social Development Department of the Sverdlovsk District issued B.A.I. a referral to a nursing home, and the administration of the Sverdlovsk District took on the costs of processing her Kyrgyz passport.
Currently, B.A.I. is successfully living in the nursing home and receiving all necessary social services.
