The widow of a deceased electrician has appealed to the Ombudsman of Kyrgyzstan. She requested to hold the recreation center accountable for her husband's death

Jamila Dzhamanbaeva, the Ombudsman of the Kyrgyz Republic, calls on law enforcement agencies to strictly adhere to the constitutional rights of citizens.

She emphasizes that every citizen has the legal right to appeal to state institutions and receive a response within the time frame established by law.

Law enforcement agencies, in turn, are obliged to inform citizens about the results of the consideration of their applications.
A 20-year-old resident of Temirovka, M.N., appealed to the representative of the Ombudsman in the Issyk-Kul region with a complaint about the inaction of investigators from the Issyk-Kul District Department of Internal Affairs.

According to the woman, her husband, 24-year-old A.S., worked as an electrician at the Issyk-Kul branch of the National Electric Network for eight months.

The tragic incident occurred on May 20, 2025, when A.S. was called to work for a replacement. As part of the Grigorievskaya UES team, he went to the village of Semenovka to eliminate the consequences of strong winds. During the completion of the work, when A.S. was about to descend from the pole, a short circuit occurred due to a switch being turned on by a security guard at the recreation center, who did not coordinate his actions with the RES.

The electrician received a fatal electric shock and died on the spot, which was confirmed by medical personnel at the hospital.

According to the conclusion of the forensic medical examination published in July, the cause of death was determined to be acute heart failure due to electric trauma.

The deceased left behind a wife and a small daughter who is not yet a year old.

"My daughter, at the age of 20, became a widow, my son-in-law's parents lost their youngest son, and my granddaughter will now grow up without a father. We seek justice and want those responsible to be punished," says M.N.'s mother.

The woman mentioned that the National Electric Network of Kyrgyzstan (NESC) paid the family a one-time compensation and assigned a benefit for the daughter until she reaches adulthood.

The family intends to hold the recreation center accountable.

In her appeal, M.N. reported that the investigator from the Issyk-Kul District Department of Internal Affairs is taking no action and is not informing them about the progress of the investigation.

It turned out that the investigator had already made a decision to refuse to initiate a criminal case on July 27, but the family of the deceased was not notified about this.

The institute provided legal assistance to M.N. and also sent a letter to the Department of Internal Affairs of the Issyk-Kul region requesting a full and comprehensive investigation into her application and to hold accountable those who violated paragraph 3 of Article 154 of the Criminal Procedure Code of the Kyrgyz Republic.

The Prosecutor's Office of the Issyk-Kul district recognized the refusal to initiate a criminal case as unfounded and sent the materials for additional verification. Investigative actions are currently ongoing.
