A Bishkek Resident Lost Her Apartment Due to Fraudsters

A resident of Bishkek, R.L., born in 1954, reported fraudulent activities to law enforcement. Unknown individuals, posing as employees of the State Committee for National Security of the Kyrgyz Republic, convinced her to transfer money for the protection of her property and the financing of counter-terrorism activities.

According to information from the Main Department of Internal Affairs of the capital, the victim sold her apartment and transferred money to 18 different bank accounts, resulting in significant financial losses. In this regard, a criminal case was initiated under Article 209, Part 1 of the Criminal Code of the Kyrgyz Republic, concerning the intentional transfer of electronic payment means and other assets to third parties.

As a result of operational search activities, participants in this fraudulent scheme, known as "droppers," were identified and detained. Among those detained were individuals born in different years: J.D. (2009), O.B. (2006), S.D. (1995), O.V. (2007), K.A. (2007), and J.A. (2007).

The Main Department of Internal Affairs of Bishkek urges citizens to be vigilant and not to transfer their bank cards, SIM cards, and access to mobile banking applications to third parties. Participation in such fraudulent schemes is subject to criminal liability, including imprisonment for up to seven years with confiscation of property. Ignorance of fraud does not exempt one from responsibility.

Special attention is paid to teenagers, as cases of involving minors in such crimes are becoming increasingly frequent. They are promised easy earnings without revealing the real consequences. Parents are strongly advised to monitor their children's social circles, their online activities, and financial transactions, as well as to explain that transferring bank cards and personal information to third parties is a criminal offense that can ruin lives.
