The family of the deceased electrician complained to the ombudsman about the inaction of the police.

The Ombudsman of Kyrgyzstan, Jamila Dzhamanbaeva, emphasized the importance of upholding the constitutional rights of citizens by law enforcement agencies.

According to the press service of the Institute of Akikatchi, every citizen has the right to appeal to government institutions and receive justified responses within the timeframe established by law. In turn, law enforcement agencies are obliged to inform citizens about the results of their appeals.

A 20-year-old resident of the village of Temirovka, M.N., appealed to the authorized representative of the akiykatchi in the Issyk-Kul region with a complaint about the negligence of investigators from the Issyk-Kul District Department of Internal Affairs.

According to the woman, her husband, 24-year-old A.S., had worked as an electrician at the branch of the National Electric Network of Kyrgyzstan in Issyk-Kul for eight months.

On the tragic day, May 20, 2025, A.S. did not plan to go to work, but he was asked to replace a colleague. As part of the team from the Grigorievskoye UES, he went to the village of Semenovka to address the aftermath of strong winds. When the work was nearly completed and he was about to descend from the pole, a short circuit occurred due to the activation of a switch by a guard at the recreation center, which had not been coordinated with the RES, as claimed by the applicant.

Unfortunately, the electrician received an electric shock and died on the spot, as confirmed by the arriving medics. In July, an examination was received, which established that the death was due to acute heart failure resulting from electric trauma.

The deceased left behind a wife and a small daughter who is not yet a year old.

“My daughter, at the age of 20, has become a widow, and my husband’s parents have lost their youngest son. Now my granddaughter will grow up without a father. We seek justice and want those responsible to be punished,” shared the applicant's mother, expressing her grief.

She also noted that the National Electric Network of Kyrgyzstan paid compensation to the family and assigned a benefit for the daughter until she reaches adulthood.

The family intends to hold the recreation center accountable.

The woman reported in her appeal that the investigator from the Issyk-Kul District Department of Internal Affairs is not showing any activity and is not informing them about the progress of the investigation. It turned out that on July 27, the investigator issued a ruling to refuse to initiate a criminal case but did not notify the family of the deceased.

The Institute provided legal assistance to M.N. and sent a letter to the Internal Affairs Department of the Issyk-Kul region requesting a complete and thorough investigation of her complaint and to conduct an internal investigation to hold those responsible accountable for violating the Criminal Procedure Code.

The Prosecutor's Office of the Issyk-Kul District recognized the decision to refuse to initiate a criminal case as unfounded and sent the materials for additional investigation. The case is currently ongoing.
