Patrol Officer Zhusupov reported how many times they caught the drunk driver involved in the death of Miss Universe Beauty in a car accident.

The inspector of the press service of the State Traffic Safety Inspectorate, Nadyrbek Jusupov, revealed information about how many times Chyngyz K., born in 1987 and with experience in law enforcement, has been detained for driving under the influence.

This 38-year-old resident of the capital became involved in a high-profile traffic accident that tragically claimed the life of Saniya Shakirova — a mother of three from Kara-Balta. She was the winner of the international Miss Universe Beauty contest in Vietnam in 2018.

According to information provided by the "Turmush" editorial office, the accident occurred on June 2, 2018, on the Balikchy-Karakol road, 52 km from the village of Chok-Tal in the Issyk-Kul region. In the evening, around nine o'clock, the intoxicated Chyngyz K., while driving a "Ravon Nexia," lost control, veered off the road, and crashed into the fence of a Muslim cemetery. At the time, he did not have a driver's license.

On September 13, 2018, the Issyk-Kul District Court found Chyngyz guilty under Article 281 ("Violation of traffic safety rules and operation of vehicles") of the Criminal Code of the Kyrgyz Republic (as amended in 1997) and sentenced him to 10 years in prison.

However, on February 1, 2019, the Issyk-Kul Regional Court reviewed this decision and reduced the sentence to 5 years.

On August 27, 2019, the Supreme Court upheld the regional court's decision.

On November 30, 2025, in the evening, at the intersection of Baytik Batyr and Suerkulov streets, inspectors from the State Traffic Safety Inspectorate stopped a "Toyota Avalon" car driven by Chyngyz with a female passenger. The patrol suspected him of being under the influence of alcohol and asked him to present his documents. However, the driver, displaying aggression, refused to do so and began to threaten the inspectors. The patrol, not receiving an adequate response, used force and took him to a narcology center.

As a result of the examination, it was determined that he was in a state of alcohol intoxication. The driver was handed over to the staff of the Internal Affairs Directorate of the October District, and his car was placed in a towing lot. The police registered the incident under Article 126 ("Minor hooliganism") of the Code of Offenses of the Kyrgyz Republic and took him to a special detention center of the Bishkek City Internal Affairs Directorate for five days.
As noted in his report, patrol officer Jusupov mentioned that after the tragic accident involving Shakirova, there were numerous detentions of Chyngyz for driving under the influence. He also emphasized that this citizen is already deprived of his driver's license.

"On June 21, 2020, in the Issyk-Kul region, he was again detained for driving a vehicle while intoxicated. I will list the dates of his detentions for driving under the influence:

• April 4, 2021,

• September 28, 2021,

• April 16, 2024,

• June 14, 2024,

• July 14, 2025, and the last case on November 30," Jusupov reported.
