The incident occurred on the night of November 2. At around 00:30 on the Tokmok — Koshoy highway, law enforcement officers stopped a Toyota Ipsum vehicle driven by 30-year-old J.A. Suspecting that the driver was under the influence of alcohol, they directed him to the Tokmok hospital for a sobriety test.
In the hospital, the man began to behave aggressively: he insulted the medical staff, struck one of the doctors, and even broke a window in the reception area. The traffic inspectors present at the scene merely pulled the hooligan aside without attempting to calm him down. They responded to the medical staff's remarks with rudeness.
The man's actions were classified under Article 280 ("Hooliganism") of the Criminal Code of Kyrgyzstan, after which he was placed in a temporary detention facility. As a result of an internal investigation, the traffic inspectors were held accountable for disciplinary violations.
