The incident took place on the evening of November 14 on the Southern Highway, when the patrol police noticed a Toyota Camry, from which a smoking passenger was leaning out of an open sunroof. The police stopped the vehicle and drew up a report against the driver.
During the investigation, a passerby approached them, introducing himself as a friend of the violators. He began to assert that their actions were not a violation, but soon, after several remarks, he stopped arguing and stated that he was just observing the situation.
