Women in SIZO-1 complained to the ombudsman about intimidation and poor medical assistance

Jamila Dzhamanbaeva, the Ombudsman of the Kyrgyz Republic, visited the pre-trial detention center No. 1, known as facility No. 21, located in Bishkek.

During her visit, she held private meetings with 12 women who wished to discuss their issues in private. As a result of these conversations, legal consultations were provided, and statements were accepted.

All the women who attended the personal reception reported instances of intimidation and mistreatment by two staff members of the detention center. Some of them noted that they were being denied assistance due to their relatives.

The majority of the inmates expressed dissatisfaction with the medical services in the facility, stating that assistance is provided with delays, and sometimes it is completely denied.

Some women voiced concerns about the prolonged investigations of their criminal cases and the timelines for court hearings, as well as mentioning violations of their rights to parole.

Some women do not have lawyers, or they cannot establish timely contact with their defenders.

The women also requested an increase in the time allowed for visits with their children, as brief meetings do not enable them to communicate fully. Their children are cared for by relatives or are in orphanages.

One of the inmates brought along a one-and-a-half-year-old child, transferred from facility No. 2 to pre-trial detention center No. 1 for additional investigative actions.

The Ombudsman urged the administration of the detention center to take care of the child's rights and create the necessary conditions for their stay.

Jamila Dzhamanbaeva also familiarized herself with the food conditions for inmates during lunch.

Among the inmates are foreign citizens. One of them, A. M., a citizen of Uzbekistan, appealed to the Ombudsman for assistance in expediting her extradition, as the Sverdlovsk District Court of Bishkek had already issued a decision for her return to her homeland on November 14.

A citizen of the Russian Federation also requested assistance in obtaining permission for phone conversations with her children and the opportunity to meet with the investigator.

Since the beginning of the year, the Ombudsman’s office staff have visited the detention center 71 times, and 21 statements have been submitted by women.

Alongside Jamila Dzhamanbaeva, her deputy Janibek Zhorobaev conducted monitoring of the men's block of pre-trial detention center No. 1, communicating with the detainees and accepting their statements.

Appropriate actions will be organized based on the complaints received, and following their review, recommendations and letters will be sent to government authorities.

There are 129 women and 1,514 men in pre-trial detention center No. 1.

During the monitoring, the Ombudsman provided recommendations to the leadership of the State Penitentiary Service regarding the observance of the rights of those under investigation and preventing violations guaranteed by the Constitution.
