In Kyrgyzstan, the situation with attorney-client privilege raises serious concerns. This was stated by Cholpon Jakupova, head of the legal clinic "Adilet," during the "National Dialogue: Countering and Preventing Torture and Other Inhumane or Degrading Treatment and Punishment," held on December 10.

“We are witnessing how lawyers are losing access to their clients. Who, if not the lawyer, is able to monitor the rights of their clients? The reduction of the independence of the legal profession and the violation of their rights are becoming increasingly entrenched,” she emphasized.

Jakupova also noted that in the GKNB detention center, lawyers often have to communicate with their clients through glass partitions, where surveillance cameras are installed.

“Lawyers are prohibited from bringing even paper and pens; watches are removed and left at the checkpoints. This deprives lawyers of the opportunity for confidential communication, and clients cannot report torture and other violations. We lack the tools to document these facts. We demand that conditions be created for confidential meetings between lawyers and clients and that restrictions on bringing in materials necessary for providing legal assistance be lifted. I appeal to the ombudsman with a proposal for the necessity of an open dialogue between lawyers and law enforcement agencies. Lawyers have accumulated numerous complaints, and I hope that this process will take place under the guidance of the General Prosecutor's Office together with the ombudsman,” she concluded.
