The Ombudsman may not cope with the work of preventing torture - Turdubekova

During the National Dialogue dedicated to the fight against torture, Nazgul Turdubekova, who previously headed the coordination council of the NCPT, expressed doubts that the ombudsman would be able to effectively handle the tasks of the National Center for the Prevention of Torture.

She also urged Edil Baysalov, Deputy Chairman of the Cabinet of Ministers, to assist in expediting the transfer of the center's functions to the new institution of akiyatchi.

Turdubekova spoke about the significant volume of work carried out by the National Center:
During the event, the situation regarding visits to places of detention was also discussed. Participants noted that lawyers who come to see suspects and defendants face a problem: their personal belongings, such as watches, pens, notebooks, and phones, are confiscated. This complicates the ability to document complaints of torture and record bodily injuries.

The activities of the National Center for the Prevention of Torture were halted in October 2025 due to the enactment of the new Law on the Akiyatchi (Ombudsman). This law repealed the previous Law on the National Center for the Prevention of Torture, leading to the transfer of all its functions to the ombudsman.

According to the Torture Practices Index, the level of torture in Kyrgyzstan decreased by one and a half times from 2017 to 2022. Nevertheless, the problem remains relevant and requires a comprehensive approach to its resolution.
