Sagynbaev noted that a Council operates under the Cabinet of Ministers, addressing issues related to people with disabilities. Its composition includes representatives of government structures as well as members of non-governmental organizations, which allows for the discussion of relevant topics and the adoption of joint decisions.
The Council held its 19th meeting on December 4, 2025, chaired by the Prime Minister Adylbek Kasymaliev, with the participation of Deputy Chairman Edil Baysalov, as well as various representatives from government and non-governmental structures. The agenda included a review of the implementation of the Action Plan for 2023-2026 within the framework of the State Program "Accessible Country," aimed at supporting persons with disabilities and other mobility-impaired groups in Kyrgyzstan from 2023 to 2030. Initiatives for inclusive education and activities aimed at creating an accessible environment and improving the quality of life for people with disabilities in the Chui region were also discussed, as reported by the minister.
According to Sagynbaev, the "Accessible Country" program includes six key areas:
- development of the medical and social expertise system,
- rehabilitation and habilitation,
- accessible labor market,
- improvement of the prosthetic and orthopedic assistance system,
- accessibility of infrastructure,
- accessible education.
"This program emphasizes ensuring access to infrastructure, improving inclusive education for children with disabilities, and creating inclusive workplaces," he added.
At the conclusion of the meeting, the Prime Minister issued a number of instructions to government agencies and established requirements for the implementation of the planned tasks. Sagynbaev expressed confidence that joint efforts on these issues will yield positive results.
