Address by the Chairman of the Cabinet of Ministers Adylbek Kasymaliev on the International Day of Persons with Disabilities.

Text of the address:

“Dear compatriots!

Every year on December 3rd, we, together with the international community, celebrate a day dedicated to the protection of the rights of persons with disabilities and highlight efforts to ensure their active participation in society.

Compassion and mercy are important indicators of the cultural and civilizational level of our people. These qualities should become the norm for every citizen, and at the state level, it is necessary to develop special policies and implement specific economic and social measures.

In our country, there are 221 thousand people with disabilities, among whom more than 37 thousand are children. This situation is becoming a serious problem for the entire state. Government measures to improve the living conditions of these citizens are not limited to just providing benefits and material assistance. It is also important to ensure access to quality education, vocational training, social services, as well as to create accessible infrastructure and opportunities in the labor market.

Furthermore, attention is paid to the root causes of disability. Measures are being taken to prevent road traffic accidents and other incidents, to care for the health of every citizen, and to conduct early diagnosis of diseases to prevent their progression.

In the context of the industrial and subsequent technotronic era, the emphasis is shifting from physical strength to intellect. This opens new opportunities for people with disabilities. Digitalization plays an important role here: internet resources for education are being created, and convenient workplaces for persons with disabilities are being formed.

Government and local authorities, social services, volunteers, and civil society are working together to improve conditions for rehabilitation, expand access to educational institutions and public spaces, and enhance the inclusivity of digital platforms. All of this creates opportunities for people with disabilities to become full-fledged participants in society.

Dear compatriots!

We have always been distinguished by mercy, care, and the ability to support each other — this is one of our strongest traits. Our collective responsibility is to continue supporting citizens with disabilities. The state will continue to systematically promote policies in this direction.

I want to express my gratitude to parents and relatives who tirelessly care for the health and education of children and persons with disabilities, as well as to social workers, doctors, educators, and volunteers for their dedication and hard work.

I wish everyone good health, resilience, well-being, and spiritual strength. Our common goal is to create a society where every citizen can realize their potential.”
