Expert on what has been done and what remains a problem in protecting women with disabilities

A press café dedicated to the protection of the rights of women and girls with disabilities who become victims of violence was held in Bishkek. This event took place ahead of the International Day of Persons with Disabilities and became part of the global campaign "16 Days of Activism Against Violence Against Women and Girls."

Experts emphasize that in Kyrgyzstan, women and girls with disabilities are in a situation of increased risk of violence. Accurate data on how many cases of gender-based violence affect this group is lacking, as statistics on violence against people with disabilities are not officially recorded. The study "Gender and Inclusive Development in Kyrgyzstan: Challenges and Recommendations" notes that ignoring the factor of disability hinders a real understanding of the situation. The reporting rate of women and girls with disabilities to law enforcement agencies is extremely low. Furthermore, as Human Rights Watch points out, current legislation does not take into account the specific needs of women and girls with disabilities, which increases the risks of re-victimization.

What has changed since then? Zulfia Kochorbaeva answered this question.

She reported that the ombudsman institution has become one of the first state bodies to begin implementing disability markers. "This will allow for more accurate statistics in the future regarding the number of inquiries from people with disabilities, the assistance they receive, and the number of cases referred to other government agencies. Moreover, the ombudsman plans to discuss the methodology with other departments so that the disability marker is included in national statistics," Kochorbaeva noted.

The expert emphasized that there is still much work ahead, but important steps have already been taken, demonstrating the government's serious attitude towards this problem.

“However, challenges remain. For example, it is necessary to improve infrastructure so that people with disabilities can participate in investigative actions and court proceedings. Their special needs must be taken into account when collecting testimonies so that they do not have to relive traumatic experiences. Proper evidence storage requires technology and resources, and such opportunities should be available not only in Bishkek but also in remote areas, so that people with disabilities do not have to travel long distances,” she added.

Kochorbaeva also noted that significant funding will be required to implement these changes. But, more importantly, it is necessary to change the perception of interaction with people with disabilities among state officials. "Many of them do not understand the specifics of various forms of disability and face stereotypes and biases. If they lack the necessary sensitivity and competence, will they be able to effectively help people seeking protection?" she posed the question.

According to the expert, retraining the entire state apparatus will not happen instantly. It is a long-term task that requires a systematic approach for both current and future employees. It is important to integrate inclusion issues into training programs for police officers, lawyers, judges, advocates, social workers, and psychologists. Kochorbaeva noted that this issue is currently receiving insufficient attention, and revising educational standards and requirements for university graduates also remains a relevant topic.
