Reform of Inclusive Education: Updated Rules for Psychological, Medical, and Pedagogical Consultation

The Ministry of Justice reports the introduction of an updated regulation on psychological, medical, and pedagogical consultation (PMPC), which elevates the system to a new level by replacing the outdated distribution model with a service-oriented approach focused on the needs of children and the involvement of their families.

According to the new regulation:

“Parents now receive the PMPC conclusion directly, and its transfer to educational institutions is only possible with their written consent. The PMPC recommendations concern the learning conditions, while the final choice of school remains with the parents.

Families can attend assessments and participate in discussions of the recommendations. After obtaining parental consent, the recommendations become mandatory for educational institutions.

The reform is based on an interdisciplinary approach, where psychologists, defectologists, speech therapists, and medical specialists conduct comprehensive diagnostics to identify the needs of children and determine the necessary conditions for their education. Consulting activities are now transitioning to a digital format through the "E-Kündölük" platform, as well as integration with the electronic health system, which eliminates service duplication and improves accessibility for remote regions. The new model aims at the early identification of children with special educational needs and supports their inclusive education across the country.

The updated PMPC Regulation was approved as part of the implementation of the presidential decree "On Additional Measures to Improve the Efficiency and Debureaucratization of the State Service System" dated March 10, 2025 (Decree No. 83). The Cabinet of Ministers' resolution dated October 17, 2025, No. 680, also aligns the activities of consultations with the law "On Education," the law "On the Rights and Guarantees of Persons with Disabilities," and international conventions.

These changes were made possible thanks to the initiative of the Ministry of Justice and the National Institute of Strategic Initiatives, which presented a comprehensive set of measures for reforming inclusive education and youth policy on June 23. The proposed measures reflect the growing public demand for fair and sustainable mechanisms to support children with special educational needs.

According to the NISI, the law "On Education" was updated in 2023, significantly changing to accommodate inclusion; however, organizations involved in implementing inclusive education continued to use outdated documents from 1995 and 2004. To eliminate these discrepancies, NISI and the Ministry of Justice conducted an analysis of the regulatory framework, consultations with government agencies, and meetings with parents of children with developmental disabilities. As a result, the Ministry of Education canceled more than one and a half thousand old orders and began developing new rules that meet modern requirements.

The Ministry of Justice and NISI plan to continue working on the development of the regulatory framework to improve the quality of educational services and the accessibility of education for all children.

Note: PMPC plays an important role in inclusive education, serving as a format for professional assessment, within which specialists jointly determine the educational needs of the child and the necessary conditions for their learning. It is through the PMPC that recommendations for support, program adaptation, the application of special techniques, or the development of individual trajectories are formed. The quality of this work directly affects the ability of a child with special educational needs to study in a regular school and receive the necessary support. Therefore, updating the PMPC rules is a key element of the inclusive education reform and significantly impacts the accessibility of education for children throughout the country.
