Currently, free travel is provided to the following categories of citizens:
- pensioners;
- persons with disabilities of groups I, II, and III;
- persons with disabilities from childhood;
- children under 7 years old;
- postal workers of the state enterprise "Kyrgyzpost" in the course of their official duties.
“Parents or legal guardians accompany children with disabilities to sports, creative, educational, and medical institutions for their social integration. However, assistants are forced to cover travel expenses themselves, which creates an additional financial burden for families and limits children's access to necessary services. The introduction of this benefit will significantly ease the financial burden on assistants and create more favorable conditions for the participation of children with disabilities in educational, cultural, and public life,” the proposal states.
This initiative will be submitted for consideration to the Bishkek City Council.
It is worth noting that according to the resolution of the Jogorku Kenesh, in 2024, local authorities are recommended to exempt parents accompanying children with disabilities from travel fees.
