
The personnel "clean-up" will not solve systemic problems
Alexander Ivanov, an education expert, commented on the proposal by Edil Baisalov, Deputy Chairman of the Cabinet of Ministers, regarding the certification of teachers and the possible dismissal of 15-20% of them. "Such an approach may lead to the loss not only of ineffective but also of inspired teachers," he noted in an interview for Vesti.kg.
According to Ivanov, Baisalov's statement highlights a real problem with the quality of teaching staff in educational institutions. However, a simple "clean-up" will not resolve the existing systemic difficulties. The key point is to conduct competency assessments based on objective and transparent criteria. Otherwise, we risk losing not only less qualified but also inspired educators," he added.
Attracting specialists from other fields can bring new ideas, but only if they undergo thorough training in pedagogy.
"A teacher's job involves not only subject knowledge but also methodological skills, psychology, and classroom management. If this is not taken into account, the quality of education may decline. It is important to understand that the problems lie not only with individual teachers but also within the education system itself. The teaching profession is one of the most stressful: daily interactions with a large number of students and parents, the need to perform numerous tasks require high psychological resilience. In Kyrgyzstan, the problem is exacerbated by low salaries, administrative pressure, overcrowded classrooms, and informal duties that exhaust even the most motivated teachers," the expert explained.
Thus, without improving working conditions and revising systemic approaches, simple personnel replacement will not change the situation.
"The complexity lies not only with individual teachers but also with the structure of the system, which can turn even an initiative-driven specialist into a burned-out and demotivated employee. Only a comprehensive approach that combines high demands with real support can ensure sustainable improvement in the quality of education in the country," Alexander Ivanov is convinced.
It is worth recalling that earlier Edil Baisalov highlighted the staffing problem in schools and proposed a radical solution — to conduct a check on teachers and remove the "excess" ones to attract new employees with good salaries of 50-60 thousand soms. Later, the official commented in the media, clarifying that his words had been misinterpreted.
