As indicated by the CEC, all actions for organizing voting outside of polling places were carried out in accordance with the norms of Article 33 of the Constitutional Law of Kyrgyzstan "On the Elections of the President of the Kyrgyz Republic and Deputies of the Jogorku Kenesh," which regulates the process of voting outside stationary polling stations.
This article implies that remote voting is intended for voters with health issues or disabilities who cannot come to the polling station. It is important that such voters are registered and included in the voter lists of the polling station conducting the voting outside.
The CEC also reported that in the case of a voter from Precinct No. 1130, who has a first-group disability, his daughter submitted an application for remote voting. The commission organized voting at the voter's location by delivering a portable ballot box, allowing him to exercise his right to vote.
Regarding Precinct No. 1161, the information that the chairperson of the polling station gave instructions on how to vote is not true. The secrecy of voting is strictly maintained at the polling station, and no pressure on voters has been observed.
