In her speech, Dzhamanbaeva emphasized the increasing role of national human rights institutions in protecting citizens' environmental rights. "Issues such as glacier melting, land degradation, and air pollution pose long-term threats to the sustainable development of regions. In this regard, the implementation of socially-oriented climate policies is required, including support measures such as access to clean water, medical care, information, and housing outside of risk zones," she noted.

Additionally, the ombudsman highlighted the need for a monitoring system for early response to environmental threats, noting the importance of regional cooperation, as climate change issues do not have borders. She also presented an updated methodology for the Human Rights Compliance Index, developed with the participation of the O. Kutafin Scientific and Educational Center, which will be included in the commission's work plan for 2024-2025. This methodology encompasses the experiences of countries such as Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan.
