According to the Ministry of Culture, delegates from Kyrgyzstan, Armenia, Azerbaijan, Belarus, Kazakhstan, Tajikistan, Uzbekistan, as well as representatives of basic youth organizations and the Executive Committee of the CIS participated in the council's work.
Kyrgyzstan was represented at the event by Bakai Kozhomkul uulu, head of the Youth Policy Department of the Ministry of Culture, Information, and Youth Policy.
During the meeting, 12 key issues were discussed, including reports and proposals on the following areas:
- implementation of the Strategy for International Youth Cooperation;
- fulfillment of the Concept for Supporting Youth Volunteering;
- preparation of events for the 80th anniversary of Victory in the Great Patriotic War, including concerts, festivals, performances, memorial evenings, and scientific conferences in CIS countries;
- summarizing the international project "100 Ideas for the CIS" for 2024–2025 and approving the Council's work plan for the next year;
- preparation for the CIS Volunteer Forum;
- creation of an information and analytical collection for the 20th anniversary of the Council;
- development of materials for the museum exhibition "CIS for Youth. Youth for CIS".
During the discussions, the results of the international project "CIS Youth Center," which took place in 2025 in Gabala (Azerbaijan), were also summarized.
As a result of the meeting, a decision was made to grant the status of "CIS Youth Center - 2026" to the city of Kapan in Armenia, and the project plan for implementing initiatives for 2026 was also approved.
