The National Human Rights Commission conducted an open public review on the topic of "Human Rights and Technology" in 2024 to analyze the risks associated with human rights in the operation of the Mongolian civil registration system, the E-Mongolia platform, digital infrastructure, the HUR data transmission system, and the DAN identification system.
In order to provide consultative assistance in this process, Dr. Christoph Sperfeldt, a senior lecturer and international consultant from Macquarie University in Australia, was invited by the NHRCM and was in Mongolia from October 16 to 29, 2024.
As part of the analysis "Human Rights and Technology," the commission is examining the legal and technological aspects of the E-Mongolia system and the digitalization of civil registration.
Dr. Sperfeldt also visited Ulaanbaatar on November 3-4 to discuss the findings and recommendations of his research. During his visit, he collaborated with teams of legal and technological specialists from PricewaterhouseCoopers (PwC), the e-Mongolian Academy, the National Institute of State Education, and other experts in the field.
Additionally, the NHRCM conducted a sociological study aimed at assessing the accessibility and usability of the e-Mongolia system. The survey, conducted with the support of the international consulting firm Dalberg and the Independent Research Institute, covered 5,000 users from Ulaanbaatar and four aimags.
The results of the study demonstrated that the majority of users rated the system positively: 96% of respondents noted its efficiency, 48% indicated a reduction in costs compared to in-person visits to government institutions, and many highlighted the savings in time and resources. However, it was also noted that users' awareness of personal data protection remains weak.
A public discussion regarding the assessment of human rights compliance and the digitalization of civil registration is scheduled for December 2. The assessment is being conducted with financial support from the Australian government and is an important element of the NHRCM's monitoring of technology and human rights in Mongolia.
