ILO supports the government in simplifying administrative processes for MSMEs in Mongolia

As of today, small and medium enterprises account for almost 70% of the total number of employed individuals in Mongolia. However, they face significant challenges in accessing government services due to prolonged procedures. In this regard, on October 28, 2025, the ILO, in cooperation with the relevant ministries, held a seminar aimed at accelerating the registration and licensing process for SMEs.

During the seminar, issues related to improving access to information, optimizing registration processes, and meeting necessary requirements were discussed. Opening the event, the national coordinator of the ILO, P. Bolormaa, emphasized the importance of combating informal employment and promoting social justice through the creation of decent jobs. In turn, D. Munkhtogtokh, the national coordinator of ILO projects, noted that integrating micro and small enterprises into electronic business platforms could significantly enhance efficiency, reduce costs, and improve interaction with government systems.

Participants of the seminar received information about international trends in E-Business from S. Tengis, advisor to the First Deputy Prime Minister and Minister of Economy and Development, as well as from B. Myagmarnaran, director of the E-Mongolia Academy, who conducted an analysis of the current state of the platform and urged the business community to provide feedback for better tailoring services to their needs.

Current issues were also discussed, such as insufficient data exchange between government agencies and the necessity of using paper documentation despite the possibility of digital uploads. These aspects highlight the importance of full digital integration to improve the quality of service for SMEs.

In the future, the ILO intends to continue collaborating with stakeholders, partners, and the private sector to implement practical solutions that will simplify processes, strengthen digital platforms, and create favorable conditions for the development of SMEs. These efforts are an important step towards formalization, increasing productivity, and promoting decent work in Mongolia.
