A memorandum of cooperation has been signed between the National Agency for Investments, the Prosecutor General's Office, and the business community
On October 30, a conference titled “New Architecture of Investment Policy: Partnership of the State, Business, and Investors” took place in Bishkek, where participants discussed innovations in law enforcement practices and the creation of more favorable conditions for investments in Kyrgyzstan. The press service of the International Business Council (IBC) reported this.
During the event, a memorandum of cooperation was signed, which included the National Agency for Investments under the President of the Kyrgyz Republic, the Prosecutor General's Office, and representatives of the business community. The main goal of this agreement is to strengthen interaction between the parties to create a comfortable investment environment, protect the rights of investors and entrepreneurs, as well as increase openness and trust between government bodies and the private sector.
Ravshan Sabirov, the director of the National Agency for Investments, spoke about the new provisions of the investment law and changes in legislation on public-private partnerships. He noted that the new norms ensure the protection of investors' rights from expropriation and simplify the process of interaction between business and government structures.
Bektur Sun Kenjematov, head of the legal support department for investor protection at the National Agency, presented the updated investment policy strategy, which emphasizes partnership between the state, business, and investors. The adopted law aims to protect the rights of investors and increase the transparency of all related processes.
First Deputy Prosecutor General Baymurza Maatov also provided information on the reforms being implemented to simplify business operations and strengthen trust in government bodies. He emphasized that the prosecutor's office acts not only through control mechanisms but also through dialogue with business to prevent violations.
“The protection of private property and law and order remain key issues for business in Kyrgyzstan. We support the initiative to sign the memorandum and will contribute our proposals for the protection of investments and business on this platform,” emphasized the executive director of the IBC, Askar Sydykov.
Sydykov also noted that the IBC's proposals include changing the performance indicators of government bodies to engage more state and law enforcement structures in issues of economic growth and attracting investments.
In addition, it is proposed to conduct a comprehensive analysis of criminal cases initiated against entrepreneurs and determine the extent of the damage they have suffered, as well as study trends in law enforcement practices concerning business.
Based on the analysis conducted by the IBC, it is proposed to develop measures aimed at the real protection of property rights, which is an important factor for the economic development of any country.
“The International Business Council has significant experience in this area, and we are ready to assist in its implementation within the framework of the signed memorandum,” concluded Askar Sydykov.
