
At a meeting held on October 22, 2025, the Constitutional Court evaluated the actions of the Deputy Speaker of Parliament Khurelbaatar's Bulgantuy and their compliance with the Constitution in the context of Resolution No. 95. The court concluded that a violation had occurred.
According to the conclusion, Bulgantuy violated Articles 1.2 and 43.1 of the Constitution of Mongolia while performing her duties at the plenary session of the Great State Khural. In particular, the actions of the Deputy Speaker do not comply with Article 1.2, which defines the main objectives of state activity, such as ensuring democracy and the rule of law, as well as Article 43.1, which states: "If at least one quarter of the members of the Great State Khural officially submit a proposal for the resignation of the Prime Minister, the parliament must consider this issue within three days and make a decision within ten days. If the majority of members vote in favor of this proposal, the resolution for the dismissal of the Prime Minister is considered adopted, and a new Prime Minister must be appointed within thirty days."
It was also noted that Resolution No. 95 on the termination of the powers of the Prime Minister of Mongolia violates Articles 1.2, 43.1, and 70.1 of the Constitution.
