The Ministry of Labor, Social Security, and Migration has presented a draft resolution regarding the "Procedure for Conducting Analysis and Forecasting Demand for Qualified Labor" for public discussion.
Goals and Objectives of the Initiative
The main goal of the project is to implement a systematic approach to the collection and analysis of statistical data, which will allow:
to assess and forecast changes in the demand and supply of qualified personnel in the short term (up to three years);
to formulate recommendations for the vocational education system — primary, secondary, and higher — regarding the recruitment and graduation of specialists that meet labor market requirements.
Justification for Document Development
The development of this document is based on part 1 of Article 9 of the KR Law "On Youth" and aims to improve the quality of analysis and forecasting of the needs for qualified personnel, as well as to monitor the number of graduates from vocational educational institutions by their specializations.
Preliminary Achievements and Experience
In 2024, the ministries of labor, education, and statistics conducted a pilot analysis of the demand for qualified labor, with the support of the DARYA project ("Dialogue and Actions for Resourceful Youth in Central Asia") of the European Education Fund.
This study was conducted based on a joint order from three ministries dated August 23, 2023, and included a survey of employers in various sectors of the economy, analysis of unemployment data, job vacancies, as well as information about graduates from lyceums, colleges, and universities, and statistics from the National Statistical Committee and the Ministry of Economy and Commerce.
A total of 3,005 legal entities and 1,002 individuals representing various sectors of the economy and regions of the country participated in the study. The collected data formed the basis of an analytical report sent to the Administration of the President of the KR and relevant agencies in July 2025.
Practical Significance of the Proposed System
The proposed procedure for analyzing and forecasting demand for qualified personnel will allow:
- to identify professions with an excess or shortage of staff;
- to develop recommendations for changing educational programs;
- to reduce the risk of mismatch between the needs of the economy and the training of specialists.
Financial Aspects
To implement the project, it will require the allocation of 6 million soms from the state budget once every three years, starting from 2030. The next stage of analysis is planned for 2027 with the support of the DARYA project.
The allocated funds will be directed towards conducting sociological surveys among employers and engaging independent research companies. It is expected that the sample will cover at least 10% of legal entities and 1% of individuals and peasant farms across the country, ensuring the reliability of the obtained results.
