The Ombudsman visited the detention center in Bishkek. What the women complained about.

Jamilya Dzhamanbaeva, the Ombudsman of Kyrgyzstan, visited the pre-trial detention center No. 21 (SIZO-1) in Bishkek.

According to the press service, the purpose of the visit was to monitor the conditions of detention and check the compliance with the rights of individuals under investigation.

During her inspection, Dzhamanbaeva visited all 19 cells of the women's section, where she held private meetings with 12 women who wished to discuss their problems in private. As a result of these conversations, legal consultations were provided, and statements were registered.

During the meetings, the women reported instances of intimidation and mistreatment by two staff members of the detention center, as well as difficulties in communicating with their relatives.
Many detainees expressed serious dissatisfaction with the work of the medical department, pointing out delays in providing assistance and refusals to provide it.

Some also voiced concerns about the prolonged investigations of their cases and violations of their rights to conditional early release.

Several women do not have lawyers or face difficulties in trying to contact their defenders.

The women also requested an increase in the time for meetings with their children, as during short visits they cannot fully communicate. Their children are either under the care of relatives or in orphanages.

In the detention center, there was one woman with a 1.5-year-old child, who had been transferred from another facility for additional investigative actions.

The Ombudsman called on the management of the detention center to ensure the protection of the child's rights and to create the necessary conditions for their maintenance.

Additionally, Dzhamanbaeva checked the quality of food for the detainees during lunch.

There are also foreign citizens in the detention center. A citizen of Uzbekistan, A.M., sought assistance in expediting her extradition process, stating that the decision to return her to her homeland was made by the Sverdlovsk District Court of Bishkek on November 14. A citizen of the Russian Federation also requested assistance in obtaining permission to communicate with her children and to meet with the investigator.

Since the beginning of 2025, employees of the Ombudsman Institute have conducted 71 visits to the detention center, resulting in 21 statements from female detainees being registered.

At the same time, Deputy Ombudsman Zhanibek Zhorobaev monitored the men's section of SIZO-1, communicating with most of the arrested and accepting their statements.

Based on the collected complaints, appropriate actions will be taken, and recommendations and letters will be sent to government agencies as a result.

There are 129 women and 1514 men in SIZO-1.

As a result of the monitoring, recommendations were given to the leadership of the State Penitentiary Service to ensure the compliance with the rights of individuals under investigation and to prevent violations provided for by the Constitution.
