According to information from the institute's press service, Dzhamanbaeva inspected all the cells in the women's section and checked the quality of food for the inmates, as well as held conversations with each of the 129 women detained in SIZO-1.
During personal communication, the inmates expressed concern about intimidation and inappropriate behavior from two staff members of the institution. Some reported facing refusals regarding their relatives. The women also noted that medical assistance is provided with delays, and sometimes it is completely absent. Additionally, they requested an increase in the time allowed for meetings with their children, as stated in the Ombudsman's press release.
Many women also expressed dissatisfaction with the delays in the investigations of their criminal cases and the long wait for court proceedings. Some of the inmates do not have lawyers or face difficulties with their defenders.
There are also foreign nationals in the SIZO. For instance, a citizen of Uzbekistan, A. M., appealed to the Ombudsman for assistance in expediting her extradition process. She reported that on November 14, the Sverdlovsk District Court of Bishkek made a decision to return her to her homeland. Another inmate, a citizen of Russia, requested assistance in obtaining permission for phone calls with her children and a meeting with the investigator.
Since the beginning of 2025, the Ombudsman’s institute staff has visited the SIZO 71 times, receiving 21 appeals from female inmates.
The Deputy Ombudsman Zhanibek Zhorobaev also conducted an inspection of the male section of SIZO-1, speaking with most of the detainees and accepting their statements. Based on the complaints received, necessary actions will be taken, and the results of the review of the proposals will be sent to the relevant state authorities.
As a result of the monitoring, it was recommended that the leadership of the State Penitentiary Service ensure the observance of the rights of individuals under investigation and prevent violations of their rights, as stated in the official announcement.
