The Ombudsman visited the women's wards of SIZO-1
She inspected all 19 cells of the women's block and held conversations with each of the inmates.
Jamila Jamambaeva organized private meetings with 12 women who wished to discuss their issues in private. Legal consultations were provided during these meetings, and statements were accepted.
During the personal receptions, the inmates reported cases of intimidation and abuse by two staff members of the pre-trial detention center. Some of them complained about the lack of communication with their relatives.
Many women expressed dissatisfaction with the medical services in the facility, noting that assistance is delayed, and sometimes completely absent.
The inmates also expressed concern about the delays in criminal cases and violations of their rights to parole.
Some of them lack lawyers, or they are unable to contact their defenders in a timely manner.
The women requested an increase in the time allowed for meetings with their children, as short visits do not allow for meaningful communication. Their children are cared for by relatives during this time or are in orphanages.
One of the cells housed a woman with a 1.5-year-old child, who was transferred from facility No. 2 to participate in additional investigative activities.
The ombudsman strongly urged the management of the pre-trial detention center to create appropriate conditions for the care of children and the protection of their rights.
Jamila Jamambaeva also checked the quality of food for inmates during lunch.
Among the inmates are foreign citizens. For instance, a citizen of Uzbekistan, A. M., appealed to the ombudsman for help in expediting her extradition process, as the Sverdlovsk District Court of Bishkek had already decided on her return to her homeland on November 14.
A Russian citizen also requested assistance in obtaining permission for phone calls with her children and the opportunity to meet with the investigator.
Since the beginning of the year, inspectors from the Ombudsman Institute have visited the pre-trial detention center 71 times, during which 21 statements were received from women.
At the same time, the deputy ombudsman Janibek Zhorobaev conducted monitoring of the men's section of the pre-trial detention center No. 1, communicating with most of the arrested individuals and accepting their statements.
Based on the complaints received, appropriate actions will be taken, and recommendations will be sent to government agencies based on the results.
There are 129 women and 1514 men held in pre-trial detention center No. 1.
As a result of the monitoring, the ombudsman provided recommendations to the leadership of the State Penitentiary Service to ensure compliance with the rights of individuals under investigation and to prevent violations as stipulated by the Constitution.
