Delegate Buzainap Abdimitalipova from the Nookat district of the Osh region spoke at the IV Kurultai, which took place on December 25, 2025. She appealed for the allocation of preferential loan funds for the establishment of private educational institutions, such as schools and kindergartens, in her region.

In her speech, she also addressed the issue of providing equipment for the local government of the Kok-Jar ayil okmotu. According to her, as a result of the administrative reform, three ayil okmotus were merged, which now has a population of over 35,000 people. However, despite the increased population, local authorities are facing a shortage of specialized equipment. The delegate requested the provision of an excavator and waste collection vehicles to address this issue.

Additionally, Buzainap noted that there is a problem with access to clean drinking water in the merged villages. Currently, the water source is a well, but this is insufficient. She proposed to lay a water pipeline from the Chilli-Sai River to Taldy-Bulak, which would supply water to three villages at once.

The delegate also reported difficulties with the irrigation of agricultural lands in the village of Kyzyl-Teyit. According to her data, about 90 hectares of land remain unused due to a lack of water. In this regard, she called for measures to improve water supply and irrigation.
