The local ayil okmotu administration has already submitted an application for funding through equity (stimulating) grants.
According to information provided on the "Open Budget" portal, the local budget for 2026 allocates 5,878,320 soms, while an additional 5 million soms in grants is required for the implementation of the project.
Problem:
In the villages of Kulchu and Sary-Bulak, the medical and obstetric points have fallen into disrepair and are no longer functioning. As a result of the lack of medical facilities, local residents have to travel to the center of the ayil okmotu for outpatient treatment.
As reported in 2017, Turmush informed about the construction of a new school for 150 students in the village of Kulchu. The total cost of the project was 48 million soms. The old educational institution, built in 1984 from adobe using the ashar method, served children from Kulchu and Sary-Bulak. At that time, 180 students were enrolled in the school. Following an earthquake, the roof of the building collapsed, but after repairs, classes continued, and soon the construction of a new school building began.
