A delegate from the Talas region proposed to put the "Kairma" canal into operation to expand irrigated lands.

At the IV People's Kurultai, held on December 25, 2025, the delegate from the Talas region, Kenzhaly Arykbaev, emphasized that the issue of insufficient irrigation water and the development of the irrigation system in the Talas Valley remains extremely urgent.
He proposed to restore the operation of the "Kairma" canal, which, according to him, could significantly increase irrigated land by 15,000 hectares, covering the area from the eastern part of the Talas district (starting from the village of Chat-Bazar) to its western part, approaching the Bakay-Ata district.
Kenzhaly Arykbaev also reminded that the idea of constructing this canal was discussed during the leadership of Turdakun Usubaliev; however, after his resignation, the project was not implemented. The construction of the section from the village of Aknazar to the village of Shadykan was suspended back in 1987.
"Completing the work on the canal would provide the opportunity to increase the areas of irrigated land in the Talas, Bakay-Ata, and Aitmatov districts, which would ensure a stable income for about 1,000 families and help solve the problem of employment," the delegate added.
He called for the resumption of this project as an important initiative for the development of agriculture in the region.
