During the inspection, it was established that the main fish breeding is carried out using drainage water.
Although drainage water does not freeze in winter and creates favorable conditions for fish breeding, legislation strictly prohibits the use of such systems for the placement of fish farms.
According to the Water Code of the Kyrgyz Republic, water resources and the lands on which drainage and irrigation systems are located are the exclusive property of the state. Since the local government (ayil okmotu) does not have the authority to transfer drainage networks for use, contracts concluded with them are considered invalid.
Furthermore, during monitoring, cases of removal of the fertile soil layer on some pastures, for which leases were issued without prior transformation, were recorded. Relevant warnings were issued to the lessees regarding these violations.
Previously, the regional administration assessed the damage from these violations at 122,673.6 soms, and the relevant materials were sent to the Bakai-Ata District Prosecutor's Office. Legal measures are ongoing against six fish farms.
