At the fourth People's Kurultai, the delegate from Kara-Balta, Dyikanbay Abdiyev, raised several pressing issues facing the city.

He noted that there is only one hospital operating in Kara-Balta, whereas there used to be two during the Soviet era. As a result of privatization, one of the hospitals fell into private hands. Now the city administration has purchased this property, and a new hospital is planned to be built on a 4.3-hectare site. “This issue was raised last year as well. The Ministry of Health sent a letter regarding the construction, but nothing has started yet,” Abdiyev added. Local residents are convinced that one hospital is insufficient to meet all the medical needs of the population.

Additionally, the delegate pointed out the need for repairs on the road connecting Sosnovka to the Pafilov district, which is only 6 km long. This road is extremely important for local residents.

The third important issue was the problems with gas supply and the deteriorating environmental situation. Due to the operation of numerous factories and plants in Kara-Balta, there has been a decline in environmental quality, which raises serious concerns among citizens.

Abdiyev emphasized that all the mentioned problems require immediate attention and resolution.
