According to the Water Code of the Kyrgyz Republic, lands and water resources that contain drainage and irrigation systems are considered exclusive property of the state. Since the local government (ayil okmotu) does not have the right to transfer drainage networks for use, all contracts concluded with them have been declared invalid.
